As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag. Find possible candidates.

I would like to apply for the File mover right to rename files. I've been contributing on Commons for quite some time, and I have been doing lots of file renaming requests recently. I apply for the "File mover" right on Commons. I have been active on this wiki and on other wikis for many years. I would like to move files with problematic names in accordance with the relevant policy myself. I am aware that I subsequently must fix transclusions of the file on wikis using it. Thank you.
